Bell & Cohere partner to deliver sovereign AI solutions

Bell

Bell Canada, a leader in network innovation, has announced a strategic partnership with Cohere, a security-first enterprise AI company, to deliver fully sovereign, full-stack AI solutions tailored for Canadian government agencies and enterprises. The collaboration also includes the integration of proprietary, secure AI technologies within Bell’s own operations.

As part of the agreement, Cohere’s enterprise-grade AI solutions will be integrated into the Bell AI Fabric, giving government and enterprise clients access to advanced sovereign models and custom AI applications. This includes Cohere’s North platform, an agentic AI system designed to boost productivity through secure and scalable automation for both Bell employees and external customers. In a reciprocal move, Bell becomes Cohere’s preferred AI infrastructure provider in Canada, while Cohere becomes Bell’s preferred provider for agentic AI and large language models (LLMs).

The collaboration creates a unified, turnkey solution for Canadian organizations seeking secure, enterprise-level AI capabilities. By embedding Cohere’s state-of-the-art software into the expanding Bell AI Fabric, the partnership ensures that organizations across sectors can benefit from cutting-edge AI without compromising data sovereignty or security.

Bell AI Fabric operates across four integrated layers:

  • Infrastructure Layer: Featuring Canada’s largest sovereign AI data centres connected by the country’s most extensive fibre network.

  • Software Layer: Powered by Cohere’s custom-tuned LLMs for Bell, along with robust machine learning and cloud capabilities.

  • Services Layer: Delivered by Ateko Bell’s professional services division offering enterprise-grade cloud and workforce automation solutions.

  • Application Layer: Includes consumer and business AI tools such as Cohere’s North agentic AI platform.

Every layer of Bell AI Fabric is reinforced by advanced cybersecurity protocols that include physical, network, and operational safeguards to ensure resiliency and trust.

“At a critical time for Canada, we’re proud to partner with Cohere to create a sovereign, full-stack AI solution, custom-built to support Canadian government and business. Working together, we will both transform Canadian businesses through cutting edge AI capabilities, while ensuring that the data remains secure and within Canada.” Mirko Bibic, President and CEO, Bell Canada

“Our partnership with Bell Canada will provide the Canadian government and enterprises with world-class options for sovereign, security-first AI. This has the potential to be truly transformative for organizations looking to massively increase their productivity and efficiency without any compromise on data security and privacy.” Aidan Gomez, co-founder and CEO, Cohere

As part of the partnership, Bell’s government and enterprise clients will gain access to Cohere’s North platform. This will enable them to develop AI agents and automation workflows without needing to manage complex infrastructure while ensuring full compliance with Canadian data residency and privacy standards.

“These companies exemplify the spirit of Canadian ingenuity and are solidifying Canada’s sovereign AI capabilities. This partnership will help strengthen our position on the global stage and pave the way for a brighter, more advanced future for the Canadian economy.”  The Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation

Bell will also implement the North platform internally, empowering its teams to create proprietary AI agents tailored to business-specific needs. This internal deployment is expected to significantly enhance operational efficiency and support the delivery of improved professional and managed services through Ateko. Bell’s experience using North will also serve as a blueprint to guide clients in their own AI adoption journeys.
