Sayari, a platform for artificial intelligence dedicated to commercial risk and economic security, has entered into a knowledge partnership with DataExpert, which is a company dealing in solutions for fraud, cybercrime, and digital investigations. This partnership will help to offer sovereign AI solutions to government, defense, law enforcement, and financial intelligence organizations in eight different European countries including Belgium, Denmark, Finland, Iceland, Luxembourg, the Netherlands, Norway, and Sweden.
This is part of a larger partnership strategy as European countries step up their efforts in fighting complex financial crime and trade controls in addition to cross-border risks. With the introduction of the new sanctions body, the new national strategy, and creation of a central European Union anti-money laundering body, it becomes necessary that public institutions have sophisticated analytical tools that can track international supply chain, corporate ownership, and money flow. Also, compliance with regulations such as EU AI Act is necessary.
While Sayari’s primary-source intelligence platform currently supports global corporations and major financial institutions, this alliance expands its operational reach within the European public sector market. DataExpert will contribute in-country support, specialized workflows, tailored implementation, and professional training through its open-source intelligence (OSINT) and investigative specialists.

“European agencies are being asked to confront cross-border financial crime, sanctions evasion, and dual-use proliferation at a pace their current tooling was never designed for,” said Gino Flem, Managing Director Benelux, DataExpert. “Combining Sayari’s primary-source intelligence with our investigative expertise and in-country support means agencies get capability they can deploy, defend, and build on immediately.”
“Economic security has become the organizing principle of European statecraft, the countries in this region saw it first and are moving fastest, with new enforcement institutions, new financial-crime strategies, and serious investments in sovereign AI,” said Farley Mesko, CEO of Sayari. “We’re investing here because this is where the future of economic security is being written, and because these governments have set the right bar: they will only adopt AI they can control, audit, and defend in court. That’s the standard we built for. The institutions defending open economies deserve the same visibility into global commerce that we already provide the region’s largest banks and enterprises. With DataExpert, they’ll have it with specialist support on the ground.”
Sovereign AI Architecture for Regulators and Public Agencies
Sayari’s platform is designed to operate within an agency’s dedicated hosting infrastructure, including private enclaves, classified clouds, or proprietary cloud environments. Developed using proprietary models trained over 12 years of analyst tradecraft, the system functions without utilizing client data for training, operating under a predictable infrastructure pricing structure rather than per-token consumption metrics.
The system works on the Sayari Commercial World Model that brings together over 12 billion first-hand records from over 250 territories. All results obtained are traced back to their source records to ensure that the human analyst still maintains control of the decision-making process.
Through this deployment framework, government entities in the region can address priority investigative and security challenges, including:
- Analysis of Illicit Financial Network: Examining complex cross-border financial network for the purpose of assisting financial intelligence units (FIUs) and law enforcement actions.
- Enforcement of Trade and Export Controls: Identifying diversion of dual-use items, third country trade transactions, and shadow fleet shipping.
- Sanctions Evasion Prevention Measures: Revealing underlying ownership structures behind multi-layered corporate organizations.
- Beneficial Ownership Verification: Ensuring accuracy of corporate registry information and verification of beneficial ownership.
- Supply Chain Risk Management: Evaluating national security and defense supply chain vulnerabilities linked to foreign control, critical mineral dependencies, or foreign influence.
- Investment Screening Optimization: Supporting national foreign direct investment (FDI) screening frameworks in accordance with updated EU regulatory mandates.
